Hola, en el apartado "Archivos" de la comunidad hemos subido un documento importante elaborado por la IFRC, relacionado con la promoción del saneamiento en los proyectos de Watsan. El informe es el primer paso de una estrategia de promoción que durará varios años con el objetivo de influir en las decisiones de instituciones, organizaciones y gobiernos de cara a lograr un equilibrio adecuado entre las actividades de saneamiento y las de acceso el agua.

Every three years since 1997, the World Water Forum (WWF) mobilizes creativity, innovation, competence and know-how in favor of water. It gathers all stakeholders around today’s local, regional and global issues that cannot be undertaken without all stakeholders into a common framework of goals and concrete targets to reach. The goal of the 6th World Water Forum in Marseille was to tackle the challenges our world is facing and to bring water high on all political agendas. There will be no sustainable development while the water issues remain unsolved. Everywhere on the planet, for all and everyone, the Right to Water (recognized by 189 states at the UN one year ago) must be guaranteed and implemented.
The WWF is organized by the World Water Council (WWC). The World Water Council is an international multi-stakeholder platform. It was established in 1996 on the initiative of renowned water specialists and international organizations, in response to an increasing concern about world water issues from the global community. The World Water Council’s mission is “to promote awareness, build political commitment and trigger action on critical water issues at all levels, including the highest decision-making level, to facilitate the efficient conservation, protection, development, planning, management and use of water in all its dimensions on an environmentally sustainable basis for the benefit of all life on earth.”
The Topic of this year’s WWF was “Time for Solutions” and had a focus on translating thematic priorities to actions. Discussions in the WWF are only a step within the current policy process addressing issues around Water. From an EU perspective it is worth to mention the previous discussions around the EU Water Initiative under the Hungarian Presidency 2011 as well as the NEXUS conference in Bonn 2011, bringing together the areas of Water, Food security and Energy.
For 2012 this policy process will have a particular highlight in the Conference on Sustainable Development Rio+20 which is taking place in June. Further more specific on Water related issues specialized event is the World Water week which will take place in Stockholm from 26 to 31 August.
The Thematic Framework of the World Water Forum which was discussed in numerous panels from Government to Civil Society level identified key themes where the water community and wider World Water Forum stakeholders can contribute in practice to sustainable development. The International Forum Committee has adopted its Thematic Framework based on 12 Priorities for Actions within 3 overall Strategic Directions and 3 crosscutting Conditions for Success.
The overall strategic Directions were:
· Ensure everyone’s wellbeing
· Contribute to economic development
· Keep the Planet blue
The cross cutting Conditions are:
· Good governance
· Financing Water for All
· Enabling environment
More details on the 12 thematic priorities under the 3 strategic directions can be found here.
The ministerial declaration (attached) also confirms the critical role of Water in all sectors and systems and highlights link between Food security and Water and Energy. Also the contribution of Water to policies towards a green economy should be promoted in a manner that leads to achievement of poverty eradication, growth and job creation while preserving ecosystems and tackling climate change.
Additionally there is a reference on the central role of Water and sanitation in Humanitarian situations in implementing the humanitarian reform principles. Improved coordination should help to develop adequate LRRD strategies towards sustainable access to safe drinking water and sanitation.
The European Commission was represented on High level with Development Commissioner Piebalgs (speech en francais ci-joint) at the ministerial meeting and with Humanitarian Aid Commissioner Georgieva for a high level event on Water and Emergencies. From a RC view it was interesting to notice on the stand of the EC an interactive worldmap with all the ACP – EU Waterfacility projects where a high number are implemented by IFRC and RC NS. In addition they displayed a video which was produced in Namibia and presents the Watsan project implemented by IFRC/ SweRC/ BelRC and Namibian RC.

Este documento es un proyecto de la UNESCO que tiene el objetivo de identificar recursos hídricos subterráneos para situaciones de emergencia, que sean resistentes a desastres y que puedan reemplazar las fuentes públicas de abastecimiento de agua potable que sean afectadas.
Es presentada como una guía metodológica con pautas para la protección y gestión de los acuíferos a ser usados en caso de una emergencia.
Espero que sea del interés de todos.

The pressure to help people immediately after a
disaster often leads to actions being started before they have been properly
planned. Wide experience has shown that this leads to a waste of resources,
poor service delivery and low long term benefits for the affected community. It
is always important to plan
sanitation interventions before starting work and there is no reason why this
should not apply in emergencies or after disasters.

The immediate provision of clean water
supplies and sanitation facilities in refugee camps is essential to the health,
well-being and, in some cases, even the survival of the refugees. Sanitation is
usually allocated a much lower priority than clean water, but it is just as
important in the control of many of the most common diseases found in refugee
camps. Sanitation is the efficient disposal of excreta, urine, refuse, and
sullage. As indiscriminate defecation is normally the initial health hazard in
refugee camps, this note outlines ways in which it can be controlled
temporarily while long-term solutions are devised.

The Drinking water response to the Indian ocean tsunami (WHO, 2005) Study to investigate and document the drinking water response in the immediate aftermath of the tsunami, including the role of household-based water treatment and safe storage. Fact Sheets on Environmental Sanitation (WHO, 1996): For those dealing with the difficult task of identifying priorities and promoting and implementing programmes in environmental sanitation at the country level. 3. Saneamiento rural y salud. Guía para acciones a nivel local (Guatemala, 2009) Manual dirigido a diversos actores involucrados en el saneamiento básico de las zonas rurales. Los capítulos I y II presentan información que podría ser de interés para todos. El capítulo III contiene conceptos dirigidos a los responsables locales (municipio y comunidad). Algunas ideas, herramientas y recursos para la aplicación del enfoque de género en los proyectos de Agua y Saneamiento. 1.Estudios monográficos sobre las prácticas más idóneas. (NN.UU., 2006). Conjunto de 15 estudios monográficos sobre la incorporación del género en el sector del agua y el saneamiento. Tiene por objetivo proporcionar información, ideas y pruebas de cómo funciona la incorporación del género en la práctica en muchas situaciones diversas. Las prácticas más idóneas descritas en el manual constituyen una aportación a la reducción de las lagunas que son evidentes en la aplicación de intervenciones para promover la igualdad de género. 2.Integración de la equidad de género en las intervenciones de agua, higiene y saneamiento (SDC). Interesante información que trata la gestión de los riesgos que se pueden derivar de las propias intervenciones en Agua y Saneamiento. Aspectos necesarios a tener en cuenta de cara al diseño de los proyectos y a la resolución de los problemas que puedan aparecer durante la ejecución. 1. Risk Management WatSan facing natural disasters. 2. Guidelines for assessing the risk to groundwater from on-site sanitation. The purpose of this manual is to provide guidance on how to assess and reduce the risk of contamination of groundwater supplies from onsite sanitation systems and is aimed at those responsible for planning low cost water supply and sanitation schemes.

This paper describes the range of those impacts, sets out the methodologies proposed for valuing them, discusses issues such as double-counting and discounting which need to be addressed when aggregating the values over the lifetime of the project, and finally reports on some preliminary use of the methodologies by two of WaterAid’s Country Programmes, in India and Tanzania.

Publicaciones sobre tratamiento de agua potable a nivel doméstico publicados en The American Journal of Tropical Medicine and Hygiene. 1. Household water treatment using Sodium Dichloroisocyanurate tablets (2007): We assessed the microbiologic effectiveness of sodium dichloroisocyanurate (NaDCC) tablets used on a routine basis at the household level by a vulnerable population (…). Residual free chlorine in water samples suggested that householders consistently used the intervention, but 11.7% of samples exceeded the WHO guideline value of 5.0 mg/L, underscoring the need to ensure that tablet dose and vessel size are compatible. 2. Houses hold-based ceramic water filters (2005): Household water treatment is increasingly recognized as an effective means of reducing the burden of diarrheal disease among low-income populations without access to safe water. Oxfam GB undertook a pilot project to explore the use of household-based ceramic water filters in three remote communities in Colombia (…). However, the microbiologic performance and protective effect of the filters was not uniform throughout the study communities, suggesting the need to consider the circumstances of the particular setting before implementing this intervention. 3.
